Professor Gabriel Ebosele Oteze

Professor Gabriel Ebosele Oteze was born in Uromi, Esan NE Local Government Area of Edo State on 20th June 1942. He was educated in Government School, Benin City from 1947-1954; Edo College, Benin City 1955-1960, where he obtained the West African School Certificate. He went further to obtain NCE in 1963 from the Ransome Kuti College of Education, Ibadan; the forerunner of Adeyemi College of Education, Ondo. His academic qualifications are :
i. B.Sc Hons, Geology, from University of Ibadan in June 1968
ii. M.Sc (Hydrogeology) from the University of London in October, 1970
iii. Pd.D in Hydrgeology/Hydrogeochemistry from Belgrade University, Yugoslavia (now Serbia) in November 1979.

Professorial qualifications include:
Diploma in Hydrogeology from the University College, London, Novelber 1970.
Diploma in Groundwater Research from the Hebrew University, Jerusalem, Israel, 1971.

Work Experience
Prof. Oteze started work as a science teacher in Ika Grammar School, Agbor from January – August 1964 and Immaculate Conception College, Benin City, September 1964 – September 1965. From 1968 – 1975, he was a geologist in the Geological Survey of Nigeria (Federal Ministry of Mines and Power) in Kaduna, Sokoto and Enugu. From 1971 -1974, he was the Geologist-in-charge of North-Western State (now Sokoto, Kebbi, Zamfara and Niger States). From 1974-75, he was the Geologist in Charge of the Eastern States (now all of South-East geopolitical zone and Cross River, Akwa-Ibon, Rivers and Bayelsa States).

In October 1975, Prof. Oteze began his academic career in the University of Benin as a lecturer in the Department of Geology. He rose through the ranks, Lecturer I in 1977, Senior Lecturer in 1980, Associate Professor in 1989 and Professor in 2003. As a lecturer, he undertook many administrative duties such as lecturerer-in-charge 1975 – 1977, Ag. Head of Department (1988-1990), 2004-2006; Head of Department, 2008. The research work was mainly on the Hydrogeology of the west African Sahel, with emphasises on the lullededen (Sokoto) and Chad Basins with many local, national and international scientific publications. He also supervised a number of postgraduate work – M.Sc and PhD. The last PhD student graduated in May 2017.

National and International Services
1 From August 1981 to December 1985, Prof Oteze was the Director of Water Resources in the Lake Chad Basin Commission, Ndjamena, Chad which then covered Nigeria, Chad and Niger Republics through the boundaries have since been extended to Sudan, Central African Republic and Libya. From March 1984 to December 1985, he was the Ag. Director of Civil Engineering and Telecommunications in the same organisation.
2. From June 1990 to August 31, 1999, he was the General Manager and Chief Executive of the Benin Owena River Basin and Rural Development Authority, which covered Edo, Delta, Ondo and Ekiti States; a job that required the harnessing of the water resources of the area for development purposes.
3. From January 2013 to December 2016, Prof Oteze was an elected member of the Governing Board of the UNESCO – IHE in Delft, Netherlands, the highest UN Water Education and Research agency in the world.
4. He has been a member of the National Technical Committee and Sub-Committee) from 1976 to date.
5. He was a member of the Inter-ministerial Committee and age Sub-Committee that drafted the Water Resources Bill (supported partly by the European Union under the Federal Ministry of Water Resources (2008-2016)

Professional Bodies
Prof. Oteze is a Fellow of the Nigerian Mining and Geosciences Society in which he was a council member from 1987 to 1990 and a member of the Editorial Board. He is also a fellow of the Nigerian association of Hydrogeologists and the pioneer Editoe-in-Chief of its journal (Water Resources Journal of the NAH) 1987 -89. He was the National President of this association from 1989 – 1995. He is a member of the International Association of Hydrogeologists.

Present Position
Having retired from the University of Benin, he has been Head of Department of Geology and Petroleum Studies, Western Delta Universety, Oghara, Delta State; from January 2013 to date.

Prof Oteze is a Christian (Catholic) and is happily married with children and grandchildren.
